Although built upon GTA III's foundations, the additions Vice City introduced were numerous and significant. Considering it was released only a year after its predecessor, the amount of work put into making such a game is astounding.
The Flair: F
The technical quality of the game is undeniable. The graphics show some improvement, the soundtrack is more varied, and the voice acting is excellent. Additionally, the loading screens that were present in the predecessor when moving between different areas of the map have disappeared, enhancing immersion.
The Feel: D
Vice City struggles with some of the same issues as its predecessor, but the overall gameplay is undeniably better, especially shooting as well as the ability to consult the full map at any time.
The Fuel: F
Simply fantastic in every possible way, from its story and characters to the magnificent mission design. The addition of assets makes money useful, which is extremely important in a game like GTA. With more weapons, vehicles, and extra content, it just gets better and better the more you play it.

Conclusions
Grand Theft Auto: Vice City is a clear case of "harder, better, faster, stronger" compared to its predecessor. If GTA III set the foundation for modern GTAs, Vice City polished and enhanced the formula in just a year, providing an absolute treat of a game that you cannot miss in your library.
