There's definitely some effort behind those clever puzzles and each and every detail of the story.
The Flair: C
Technically, it may be unimpressive, but the scenography in the game is quite fetching and is accompanied by a cool soundtrack.
The Feel: A
The mechanics are quite counterintuitive. You may know what you want to do, but it can be pretty hard to translate it into actions inside the game. The arcade sections are basic but entertaining.
The Fuel: D
There's a strong charismatic aura surrounding the title. The place and "banana republic"-like setting are very evocative of a special agent movie, and the story that starts unfolding, along with the well-crafted and integrated puzzles, is just exquisite.

Conclusions
Operation Stealth is one of the hardest, most unique point-and-click puzzle adventures we've had the pleasure to play. Its great difficulty and rough gameplay make it a lot less accessible, but if you're into these kind of old-school adventures and up for a challenge, you'll end up loving this game.
